Portugal’s Data-Centre Sector Faces New Renewable-Energy and Water Requirements
On 3 November 2026, Portugal confirmed that it was preparing stricter rules for data centres, including renewable-energy use, rigorous environmental reviews and cooling systems that avoid pressure on freshwater supplies. More than 2.6 GW of data-centre capacity is under development nationally, led by the 1.2 GW Start Campus project in Sines. The proposed rules create demand for compliant digital infrastructure, efficient cooling technology and energy-management platforms. HPC can support operators with high-performance computing infrastructure, power modelling and digital-performance analytics.
